Networking Interpretation Services
Strength from Regional Co-operation

Interpreter services have a very important role in the everyday lives of people with severe hearing or speech impairment or deafblindness. For Finnish municipalities the obligation to organise and develop interpreter services as stipulated in the Services and Assistance for the Disabled Act has proved challenging. The availability and functioning of the services vary significantly depending on region and between different disability groups. Clients' needs are individual and changing, but exist often throughout the entire life. In the next few years, the number of customers are expected to grow seriously, because, at the moment, the demand does not correspond to the existing needs.

VETURI, i.e. the Networked Interpretation Services project, is searching for answers to the question "How can we make sure that people with impaired hearing or speech have access to adequate interpretation services regardless of where they live in Finland?"

A nationwide project is carried out 2001 - 2004, and it aims to
· Support municipalities in organising interpretation services and improving service quality
· Promote regional approaches in organising and providing interpretation services
· Develop new regional practices and service models
· Promote regional procedures and contracts between municipalities and service produces

The project supports the building of regional specialist networks and co-operation forums for a variety of stakeholders involved in interpretation services, e.g. organisers, providers, a wide range of users, researchers and educators. Other goals include promotion of co-operation structures, experimenting with and establishing modes of operation, division of work, and contracts between a larger number of municipalities and service providers. Good regional practices are identified, described and brought forward. The goal is to establish permanent regional solutions and structures within the field.

Local broadly-based specialist groups of the VETURI project operate in 12 regions: Etelä-Savo, Joensuu area, Central Finland, Oulu area, Pohjois-Savo, Kanta-Häme and Päijät-Häme, Pirkanmaa, Vaasa area, Uusimaa, Lapland, Varsinais-Suomi and Kymenlaakso. At the moment, the core networks include some 100 specialists.
