Inclusive planning in development activities
STAKES joined the mission of promoting the inclusion of disabled
people on the global scale already late 1980s. Finland had pledged
to support the UN Disabled Persons Unit to produce guidelines on
integrating disability dimension in development cooperation
projects. A staff member was seconded to UN office in Vienna to
work on that. One of the outputs was the publication "Disability
Dimension in Development Action. A Manual on Inclusive Planning"
published by STAKES for the UN in 1997, 2000 and still 2003 as an
electronic version.

Demand for an inclusive approach and solutions has been growing
steadily in development cooperation. STAKES has been working with a
number of intergovernmental organizations on this. STAKES has been
collaborating with the World Bank in order to facilitate the
inclusion of disability issues in the Poverty Reduction Strategy
Papers. This has resulted in baseline papers on four sectors:
education, transport, health and ICT.

STAKES is also involved in the work promoting the inclusion of
disability on the OECD agenda. A paper on Disability and
Infrastructure was produced for the German development cooperation
company GTZ to advance the inclusion of disability aspects in the
infrastructure sectors e.g. transport, water and energy.
