Human Impact Assessment

What is HuIA?

Human Impact Assessment (HuIA) is a form of prospective (ex ante) assessment. HuIA is a tool for anticipating the effect of a programme, a project or a decision on human health and welfare. It clarifies the impacts of different options and alternative solutions. HuIA provides information for decision-making and helps dealing with conflicts. Human Impact Assessment includes Health Impact Assessment (HIA) and Social Impact Assessment (SIA).

Developing HuIA

Stakes started a five-year project (2003-2007) to encourage the execution and development of health impact assessment locally. The aim is to integrate assessment in municipal decision-making processes. Municipal officials will be provided improved facilities for applying assessment in their own work. Developing HIA is also one focus of Health 2015 public health programme. STAKES collaborates with the Finnish Healthy Cities Network to develop and test methods for impact assessment. The municipalities selected a topical plan or decision to which assessment was applied during 2003.
