Proposal

Alternative 0

Further education for people with intellectual disabilities will be discontinued in Salo

Alternative 1

The joint municipal board for education will apply for and be granted the right to organise education for people with intellectual disabilities and also additional student places

Alternative 2

The Basic Security Committee will organise further education for people with intellectual disabilities in Salo

Impact:

people with intellectual disabilities/

their families

- vocational rehabilitation and training will be discontinued

- no longer possible to obtain vocational qualifications in the home municipality

- will affect 4-7 local inhabitants annually

- the current situation will remain unchanged, possibly some improvement; a wider choice of training opportunities

-will also serve the needs of the sub-region
- education will be available in Salo also in the future; services can be sold to other municipalities

Impact:

municipal/ basic security authorities

- pressures to organise day activities or sheltered work for young people

- regional expertise in special needs education will cease to exist

- need for additional personnel

- need for intensified adaptation training

- co-operation will continue unchanged

- regional special expertise will be maintained and strengthened

-organising education is a completely new task

Impact:

finances

- costs increase: approx. one employee's salary costs (EUR 30 000)

- no changes for municipal/ basic security finances

- funds from the state for sub-regional education

- costs will increase

- teachers' and assistants' salaries, study material, rents etc.

- about EUR 100 000 per year + meal costs

- the municipality accepts responsibility for funding a service that the state is responsible for
