Human Impact Assessment

Application

Health Impact Assessment (HIA) and Social Impact Assessment (SIA) are statutory processes in projects, plans and programmes that are of a kind referred to in the Act on Environmental Impact Assessment Procedure, the Land Use and Building Act or the Act on the Assessment of the Impacts of the Authorities' Plans, Programmes and Policies on the Environment.

The following statutory assessments have been implemented in Finland:
  • More than 200 Environmental Impact Assessments (including HIA and SIA) since 1994;
  • Hundreds of Impact Assessments in land use planning since 1999; and
  • More than 20 Strategic Environmental Assessments since 2005.

Human Impact Assessments (HuIA) are also implemented on a voluntary basis nationally, regionally and locally. HuIAs are implemented by the Ministry of the Environment, the Ministry of Transport and Communications and the Ministry of Social Affairs and Health. Some 50 HuIAs have been implemented in Finland by local social and health authorities.
